＜要旨＞
個人情報保護制度では，最近の法改正により「学術研究例外」の枠組みが統一化された．また学術研究以外でも，公衆衛生例外の解釈の実質的拡大，仮名加工情報の新たな定義づけや次世代医療基盤法の対象への追加など，個人情報の活用促進に向けた環境整備が次々になされている．本稿では医療データを研究活用する必要性に照らしつつ，それらの現状について考察する．
<Abstract>
In the personal information protection system, recent legal reforms have unified the framework for“academic research exceptions”. Not only for academic research, the environment is being improved one after another to promote the use of personal information, such as expanding the legal interpretation of public health exceptions, establishing a new definition of pseudonymized personal information, and adding it to the scope of the Next Generation Medical Infrastructure Act.　This paper examines their current situation in light of the need to utilize medical data for research.
