＜要旨＞
欧州では「欧州データ戦略（A European Strategy for data）」において分野別に「データスペース（Data Space）」を構築する方向性が示されていた．ヘルスデータはGDPR（General Data Protection Regulation）において「特別な種類の個人データ」に設定され，通常の個人データより取扱いが制限されているが，2022年5月3日，欧州委員会は「欧州ヘルスデータスペース（European Health Data Space: EHDS）」に関する法案を公表した．
GDPR ではヘルスデータの取扱いについて考え方や法的根拠が加盟国でバラバラになり，特に研究利用において混乱をきたしていたとされる．EHDSの導入は，この混乱を解決し，ヘルスデータの一次利用，二次利用ともに推進して，医療の質向上，制度設計，政策決定，産業振興などに繋げることを目的とするとされる．本稿では欧州におけるヘルスデータの一次利用，二次利用の動向について概要を述べる．
<Abstract>
In Europe, health data is set as a “special type of personal data” under the GDPR, and health data handling is more restricted than that of ordinary personal data.　On May 3, 2022, the European Commission published “the European Health Data Space” bill. Under the GDPR, the approach and legal basis for the handling of health data differed among member states, which was said to have caused confusion, especially when it came to research use.　The introduction of EHDS is said to be aimed at resolving the related issues and promoting both primary and secondary use of health data to improve the quality of health care, policy design, policy decision makings, industrial promotion, and so on.　This paper provides an overview of trends in primary and secondary use of health data in Europe.
