<要旨>
生物多様性条約において提唱されているアクセスと利益配分(ABS)は,生物遺伝資源の利用に際して,利益を提供国や先住民・地域共同体と公正かつ衡平に共有することを目的とした制度である.本稿では,DSI の議論とネイチャーポジティブとの親和性に注目し,DSI が生物多様性の保全および持続可能な利用にどのように貢献しうるかを検討する.特に,COP16 で設立されたカリ基金や,DSI(デジタル配列情報)に関する国際的枠組みとの接点を整理し,制度の可能性と課題を明らかにする.また,Basecamp Research や平田機工を例に,企業による遺伝資源活用戦略を分析し,日本国内における大学発スタートアップの動向も概観する.DSI と遺伝資源の利活用がネイチャーポジティブに資する制度的手段となる可能性とその前提条件について考察する.
<Abstract>
Access and Benefit-Sharing (ABS), as promoted under the Convention on Biological
Diversity (CBD), aims to ensure fair and equitable sharing of benefits
arising from the use of genetic resources. This paper explores how DSI
can contribute to a “Nature Positive” future, a global goal to halt and
reverse biodiversity loss. It examines the conceptual and operational alignment
between DSI and nature-positive frameworks, particularly in light of the
Kunming- Montreal Global Biodiversity Framework (KMGBF), the establishment
of the Cali Fund, and ongoing negotiations on Digital Sequence Information
(DSI). Case studies of corporate genetic resources strategies─Basecamp
Research (UK) and Hirata Kiko (Japan)─are analyzed to assess practical
implementation, alongside an overview of nature positive university spin-offs
in Japan. The paper concludes by identifying necessary policy conditions
and incentive structures for Utilization of genetic resources to function
as an effective mechanism in biodiversity finance and governance.
