本稿は，自動運転技術の急速な発展とその社会実装に向けた取り組みの中で，オープンソースソフトウェア（OSS）と国際標準化が果たす役割や日本の戦略について論じる．
自動運転は多岐にわたる技術要素が複合的に組み合わさった新しい産業領域であり，従来の自動車産業プレイヤーに加え，ソフトウェア企業やBig Tech など多様な主体が参入している．異なる技術やシステム間の相互運用性や安全性を確保し，技術の普及と市場の拡大を加速するためには，国際標準化が重要な意義を持つ．ソフトウェアによって車両機能が定義・制御されるSoftware Defined Vehicle（SDV）としての側面が強い自動運転技術分野において，OSS を活用した技術開発，基準と標準の補完的な関係性，E2E モデルの急速な展開といった，自動運転技術に関する特徴的な動向も踏まえ検討する．
自動運転がインフラとなる将来を見据え，公共財の観点から，透明性のある競争環境を，OSS と国際標準化を組み合わせることで実現していくことが望ましい．
<Abstract>
This paper discusses the role of open-source software （OSS） and international standardization, alongside Japan’s strategy, within the rapid development of autonomous driving technology and efforts towards its societal implementation.
Autonomous driving represents a new industrial domain where diverse technological elements are complexly integrated.　Beyond traditional automotive industry players, a wide range of entities including software companies and Big Tech firms are entering this field.　To ensure interoperability and safety between different technologies and systems, and to　accelerate the adoption of technology and market expansion, international standardization holds significant importance.　Given the strong Software Defined Vehicle （SDV） aspect of autonomous driving, where vehicle functions are defined　and controlled by software, the discussion will also consider characteristic trends in autonomous driving technology.　
These include technology development utilizing OSS, the complementary relationship between standards and specifications, and the rapid deployment of end-to-end（E2E） models.　Looking ahead to a future where autonomous driving becomes infrastructure, it is desirable to realize a transparent　competitive environment from a public goods perspective.　This can be achieved by combining OSS and international standardization.
