＜要旨＞
地球規模課題や地政学的な分断，技術革新などへの対応のため，政府は2025年6月に19年ぶりに国際標準に係る新たな国家戦略（「新たな国際標準戦略」）を策定し，経済安全保障の観点を加味しつつ，国際標準の担い手の強化を図るとともに，我が国として注力すべき17の戦略領域・重要領域を選定し，社会課題の解決を通じた市場創出や国際競争力強化を図ろうとしている．その中で，自動運転のオープンソース・ソフトウェアは，標準化とは相性が良く，また，市場創出のポテンシャルも大きいが，相対的な優位性の確保や，ハードウェアのメーカーとの協力などのハードルも多く，より俯瞰的で慎重な対応が求められる．
<Abstract>
In order to address global issues, geopolitical divisions, and technological innovations, the government established a new national strategy on international standards, “New International Standard Strategy,” in June 2025 for the first time in 19 years.　This strategy incorporates the perspective of economic security and strengthens key players of international standards, identifies 17 strategic and important domains on which Japan should focus.　The strategy aims to solve social issues, create markets, and strengthen international competitiveness.　In particular, open-source software for autonomous driving is well-suited for standardization and has great potential for market creation.　 However, there are many challenges, such as ensuring relative superiority and cooperating with hardware manufacturers, which require a comprehensive and cautious approach．
