＜要旨＞
本稿は，1990年代後半以降の大学知財制度改革と2004年の国立大学法人化を背景に，国立大学の特許活動が私立大学に比べてどのように変化したかを大学単位のパネルデータで分析する．国立大学と私立大学の特許データ（1995-2017年）を用いた固定効果つき差の差分析とイベントスタディにより，2004年前後を境に国立大学の出願が上方にシフトし，その効果が持続，審査請求・登録にも時間差を伴って波及することを確認した．
また特許出願に関する集中度（HHI，上位5校シェア）は低下し，出願増は集中ではなく総量増を通じた広範な水準上昇と整合的であることが明らかになった．さらに国立大学の財務データを接続することで（2004-2017年），外部資金規模・比率と出願・審査請求の間に，統計的に有意な正の関係が確認された．以上より，国立大学法人化を含む一連の大学知財改革は，国立大学の知財活動の量的拡大と定着に寄与した可能性がある．
<Abstract>
This paper analyzes how patent activities at national universities changed relative to private universities, using university-level panel data against the backdrop of university intellectual property system reforms since the late 1990s and the 2004 corporatization of national universities.　Using fixed-effects difference-in-differences analysis and event studies on patent data from national and private universities （1995-2017）, we confirm that around 2004, national universities’ patent applications shifted upward, with this effect persisting and subsequently spreading to examination requests and registrations with a time lag.　Furthermore, the concentration index（HHI, share of top 5 universities） for patent applications declined, consistent with the increase in applications reflecting a broad-based rise in overall volume rather than concentration.　By linking national university financial data （2004-2017）, we observed a tendency for increases in external funding scale and ratio to move in the same direction as patent applications and requests for examination.　Thus, the series of university intellectual property reforms, including the corporatization of national universities, may have contributed to the quantitative expansion and consolidation of intellectual property activities at national universities.
