＜要旨＞
本研究は，日本の大学における特許ライセンス収入の低水準という課題に着目し，その単価形成の要因を大学レベルの長期パネルデータを用いて実証的に分析する．2008 ～ 2023 年度の文部科学省「大学等における産学連携等実施状況調査」に基づく記述統計から，日本の大学では特許数やライセンス件数が増加してきた一方，ライセンス収入単価は長期的に改善していないことを確認した．さらに，機関別ミクロデータを用いた固定効果ポアソン回帰分析により，ライセンス件数の拡大は1 件あたり収入を押し下げる一方，共同研究や大学発ベンチャーとの連関が高付加価値のライセンスと正の関係を持つことが示された．また，発明の機関帰属制度については，ライセンス1 件あたり収入を高める可能性が示唆された．これらの結果を踏まえ，本論文では日本の大学知財制度に関する政策的含意についても検討する．
<Abstract>
This study examines the determinants of licensing revenue per unit in Japanese universities, addressing why licensing income remains low despite the expansion of patenting and licensing activities.　Using long-term university-level panel data from the governmental survey on industry–academia collaboration activities for fiscal years 2008–2023, descriptive analysis shows that while the number of patents and licensing contracts has increased, average licensing revenue per contract has not improved over time.　Exploiting institution-level panel data, we estimate fixed effects Poisson models with alternative offsets to capture different notions of unit value, including revenue per license and revenue per patent stock.　The results indicate that greater licensing intensity is associated with lower revenue per license, suggesting a trade-off between quantity and value.　In contrast, joint research and university spin-offs are positively associated with higher licensing revenues, and institutional ownership is positively associated with revenue per license.　Based on these findings, the paper discusses policy implications for university intellectual property management in Japan.
