─四半世紀の大学知財エコシステムの変遷を振り返る

＜要旨＞
2000 年前後に日本の大学知財は6 本の法律施行・法改正等によって変容した．本稿ではその変容の背景について，先駆者である米国の大学知財の変容振りを紹介した上で，如何に日本の大学知財の変容に影響を与えたのか，その結果，日本の大学知財は四半世紀に亘ってどう変容したのか振返る．知財は単に出願や権利を取得しただけでは意味がない．その活用の変容と日本の大学におけるイノベーションエコシステムの変容の歴史についても概観する．後半に，大学知財に期待される今後の変容について考える．特に近年大きな変容振りを呈している日本の大学発スタートアップへの期待と関わり方についても探る．
最後に将来展望として，大学発の研究成果を基に成した大学知財を，イノベーションの源泉の視点で高付加価値化するための一つの提案をする．
<Abstract>
Around 2000, Japan’s university IP was transformed by the enactment and amendment of six laws.　This paper examines the background to these changes, first introducing the transformation of university IP in the United States, a pioneering country, and then examining how this has influenced the transformation of Japanese university IP and how it has changed over the past quarter century.　Simply filing an application or obtaining rights for IP is not enough.　This paper also provides an overview of the evolution of IP utilization and the history of the transformation of the innovation ecosystem at Japanese universities.
In the second half of the paper, We consider the future transformations expected of university IP.　We also explore expectations for and ways of engaging with Japanese university-based startups, which have undergone significant transformation in recent years.
Finally, as a future outlook, We offer a proposal to add high value to university IP, based on university-based research results, from the perspective of the source of innovation.
